The steering box is not meant to be adjusted. This is dangerous as it can lock up unpredictably. If it is worn out get a replacement.

Depending on the year, yes. Release the outer lock nut, tighten the inner screw but not too tight, in fact you might want to back it off enough that the bearings don't bind, maybe a 1/4 or 1/8 turn. Then tighten the lock nut again. But generally loose steering is caused by loose tie rod ends or pitman arms.

This happened to my van and it was the steering gear box. I had to replace it, i did it myself and it cost around 200. It took me 2 hour to fix.

the relay is located in the engine compartment fuse box which is located just above the steering box on the right side of the van. open the box and the relay on the center will be the pump relay
