Try turning key on without starting engine for about 5 sec. Do this twice may bleed fuel line
Its under the vehicle on the drivers side. Follow the line that goes from the gass tank to the front you cant miss it. Its small and cylinder shaped.

The 1997 Toyota fuel line connects the injector fuel pump with the fuel tank. The fuel line will travel along the right hand side frame rail to the fuel tank.

The fuel filter is located on the frame on the drivers side. Using a pair of pliers, squeeze a clamp to remove the line from one end of the filter, then repeat for the other end. Remove the filter from the bracket and install the new one.

Unknown year - In front of the drivers side rear wheel. It's bolted to the frame. On my 1994 4runner it's bolted to the frame on the PASSENGER side about midway between the front and rear wheels. Toyota states you should never have to replace a fuel filter as they are designed for life; unless you know for a fact you have purchased bad gas. On my '96 Limited it's on the left frame rail underneath the car, almost directly beneath the driver's seat. Good idea to replace it every 100,000 miles or so. On my 1986 4runner EFI, it's bolted to the engine block underneath the fuel rail. I've had to replace it once before. But in any engine configuration find where the fuel enters your engine (either carburetor fuel supply, or the fuel rail on EFI) and trace the line back toward the source (gas tank) somewhere in that line will be the filter, and they can look very different from eachother, I know mine just looks like a big metal canister.
there was a recall done on this car as i had one. problem with fuel filler hose. take to dealership. done for free. if this has been done then u need to check the rubber fuel hoses as they tend to go bad. i had to replace a few of those two. third possibility is bad fuel injectors that are leaking. dont wait. dangerous. Have your gas line checked. It could have a small hole in it. I had the same problem with my car. The gas line was cracking. I change the gas line, the smell went away.
