Removing the tailgate access cover:
Start by Raising the glass hatch if you are able to.
Remove the vinyl pull-strap that is located on the rear panel, use a #2 Philips to remove the 2 screws.
Now start to remove the large inside door panel:
This panel occupies space with the rear glass rubber at it's base. (If you were able to open the glass hatch door from the outside you can remove the inside panel by starting at the top of the panel and using controlled force to lift it away from the door.
(1) Push fairly hard but controlled to pop the plastic barbs loose on either side of the door at the top,
(2) Use a flat tool to force the capped center over the hatch lock and lift away from the door,
(3) Pop the lower barbs with the help of a long screwdriver or a piece of wood that will fit the opening .
(4) When the panel is sufficiently separated from the sheet-metal, carefully remove the moisture protection plastic and locate the door lock cable, pop the lock open and lift the tail gate.
You now have access to the inside of the door.
Re install in reverse of removal.

No, there is no similarity. On the 1999 Explorer the fuse panel is on the end of the dash visible with the driver's door open. On the 1999 Expedition the fuse panel is below the dash on the driver's side and it is a different shape.

Just completely removed the dash. The panel around the radio on my 1999 Expedition just popped out with my fingernails. No screws. Hope this helps.
