Bleed all the brakes first to make sure no air in the lines and then on the back brakes if they are drum brakes on the inside hub you will find 2 rubber push in plugs that you take out and if you look in the hole you will see a gear wheel, either use a screwdriver or a brake spoon that you get from the auto store and turn the wheel upwards until you feel the brakes dragging a little on the drum, of course you have to jack the back end of the car up to do this so both wheels are off the ground and turn each back wheel by hand as your adjusting the gear wheel to get it set properly.

Brake light switch on the brake pedal is defective
If the bulbs are good then the brake light switch is bad, it's on top of the brake pedal up under the dash.
The 2002 Monte Carlo blinker flasher relay switch is located beneath the drivers side dashboard. The blinker flasher relay switch will be above the brake pedal.
check fuses first and if good more than likely the brake light switch is bad and that is on top of the brake pedal up under the dash.
* It could be a blown fuse or * the brake light switch on top of the brake pedal under the dash is bad or * the turn signal switch is bad.
The brake light switch is bad, look on top of the brake pedal under the dash and you will see the switch, replace it and you will have brake lights.
Check the brake switch up under the dash on the brake pedal. Lie on the drivers floor, look up and then push the brake pedal with yoru hand and see if there is any kind of electrical connector that actuates the brake lights when you push the pedal in.
Bad master cylinder or leaking line/caliper/cylinder
It's a black panel (without a cover) located by your left foot behind the parking brake pedal.
The switch on the brake pedal may not be working, if you unplug the wiring from it it should shift if this is the problem.
Have a helper pump the brake pedal several times then hold pressure on it. Loosen the bleeder valve at a wheel caliper, and let fluid out slowly until the pedal reaches the floor. Close the valve and have the helper release the pedal and pump it again. Repeat until no air comes out with the fluid, then move to the next wheel.
