The front "bumper" is a one-piece urethane cover over an energy absorbing beam. There is not really anything to adjust. If it is out of alignment the vehicle was probably in an accident.
The distributor in a Mercury Villager is the round thing at the front of the engine with the six spark plug wires attached to it.
You are probably referring to the piece under the front bumper. That is a stone shield. It is held in place by several plastic rivets and metal screws.
