you can`t adjust the idle speed manualy,it has to be done through the ecu via a main dealer diagnostic computer.
there is a clip on throttle cable next to throtlebody. pull up clip and move it where needed.

Idle speed is set by the PCM and is not adjustable. The screw you are fiddling with is just the stop screw to adjust the initial throttle plate position, it should not be used to attempt to adjust the idle.
If it has a carburetor, then there should be a screw somewhere on the carburetor. If it's fuel injected, then I don't think you can adjust the idle without hacking into the computer.
