The timing for this type of distributor is set by rotating the entire distributor, not just the cap. The distributor should have a lock down bolt holding it down where it sets in a housing. With the engine NOT running, mark the original position of the distributor with a marker or some white paint. Then you loosten the hold down bolt a little, then see if you can turn the entire distribuor very slowly just a little bit. If it turns a little, then you can hook up your timing light paying attention to the cautions and warnings in the instructions for the timing light or the auto manual being used to set the timing. You start the engine, and slowly turn the entire distributor left or right until the desired timing is reached. Turn off the engine, then tighten the distributor back down.

Disconnect the negative battery cable, then remove the distributor cap. Rotate the motor with a 15/16 socket wrench by the big bolt in the middle of the crankshaft pulley until one of the distributor cam lobes is on the rubbing block on the points. That will have the points open. Loosen the two screws holding the points to the distributor and use a feeler blade of the appropriate thickness for your motor's point specs, and tighten the two screws holding the points. Computer controlled If you have a 3.0 you can turn the distributor to adjust, after you pull out the adjustment chip.
Distributor timing is adjusted by rotating the distributor. A scan tool is required to put the engine computer in distributor sync mode. The distributor is then set to zero degrees.
YOU can if you have an engine scanner. if you have not fooled with the distributor then there is no need to adjust the timing because it is controlled by the ECM / computer. It will adjust it's self.
If you can, remove right(passenger side), front wheel(timing mark is visible when you remove the tire and lift the rubber/plastic cover behind the tire). Secure the car. Connect your timing light to battery and number 1 spark plug wire. Loosen the screw holding the distributor housing. Start the car, and watch the mark on the flywheel of the engine. Adjust distributor accordingly. When you have it in the correct position/mark, tighten the bolt holding the distributor housing. Assemble in reverse.
You don't. the distributor is set at 0 degrees and the computer does the rest. With the crank at tdc, set the distributor at #1.
