There are so many agencies out there but you need to make the best decision for yourself. I strongly recommend IPC Pardons & Waivers. They are a smaller agency but they provide confidential and professional service.
IPC does not pressure you into harsh decisions. Some agencies may tell you things that sounds good but in reality it is not. For example: GUARANTEED PARDON or PRIORITY/URGENT PARDON.
The Parole Board of Canada does not fgive preferential treatment to any agencies. IPC is a truly honest agency.

Also, if you are submitting your application from outside Canada, be sure to download the passport photo specifications from the link above and take them with you to your photographer. The majority of Canadian passport applications submitted from outside Canada are rejected because the photos don't meet the Canadian specifications (which are different from American passport photo specs).

A person is eligible after all disciplinary requirements have been met and a waiting period has elapsed based on the nature of the offense. The pardon application form is available from the Parole Board of Canada. The steps in the process are then as follows: 1) Screening (determination of eligibility), 2) Fee processing, 3) Investigation (verification of good behavior, etc.), 4) Decision-making, 5) Notification, and 6) Revocation.
