just say that u really like spending time with he/she and ask them if they think that u could be more then friends dont freak out about it, she/he will be flattered, lighten the mood with a little humour before asking them alone!
An addition to the answer above make sure that you don't actually be romantic to them when trying to ask them out it never works like that with a friend unless if they liked you like that in the beginning.
