open the trunk of your camry. take out the cover and you shall see 2 small screws and 1 big screws right behind the tail light. unscrew the two smaller knobs. then yank out the whole tail light. once it's out, you should be able to see the wires connecting to light bulbs (tail light, brake light, turn signal light). turn the knob anti clockwise and you should be able to take out the light bulb from tail light cover.
Remove the tail light from the outside. Pulls out. Replace bulb. There is no access from the inside of the trunk.

I think that Camry disk brakes were very similar from 1990 to at least 1996, and I answered the question on changing brake pads for my 1995 Camry, so maybe that will help.
If it says 'Brake Light Failure' or similar, your brake light is out. change the bulb.
Remove the wheels from your 1995 Toyota Camry. Remove the brake pads by removing the brake pad Springs. Tap on the brake drum with a hammer or mallet. Slide the brake drums off. Reverse the process to install the new brake drums and shoes.
There are three black caps that screw off in the trunk behind the brake light itself unscrew them and the assembly comes out then change bulb

Open the trunk lid, pop the the clips out of the backing carpet, undo the two nuts which are 8mm and pop out the white plastic clip on the indicator side with a pair of pliers. The brake light should be accessible once you have done this.
Your brake fuse might continue blowing in the 1995 Toyota Camry because you have a wire that is exposed and shorting out. You might also have an issue with the brake sensors.
You have to replace brake shoes.
