The AC and fan have got a idler pulley with a loosening mechanism on it. Just loosen the large nut on its front a little and then loosen the 12 mm tightening bolt on the pulley. After its loose you can remove the old belt and install a new one. The alternator and the steering pump require you to loosen the large nut and bolt that secures them and then loosen the smaller nut that holds tension on the belt. There will be a slotted running bracket that this bolt tightens into.
If the back belt is the issue you have to remove all the front ones to replace the rear one. All can be fed around the fan blade easily enough.

Toyota Echos have a timing chain rather than a timing belt so there is no need to change it.
i would check the belts they are probably loose or worn

Toyota 4 cyl have always came with timing chains. The v6 have timing belts
This car doesn't have a serpentine belt. It has 2 drive belts.
You may be able to one through Dayco or gates at their site.
That is how it was designed and built.
