It depends on if it is the column itself, or the steering wheel. The wheel is held on with a bolt, I doubt it loosened, unless it was recently worked on. The column mounts can be loose or damaged( due to an accident). They can be tightened or replaced. With the problem is inside the column, it is needs replacing, with new or 1 from a scrap yard.

Could be just loose screws or something broken. Either way it has to come apart and that requires a few special tools. Quite a few steps involved. I would recommend purchasing a shop repair manual for that vehicle if you intend on DIY.

How much should you expect to pay to fix a steering column on a 91 Chevy crs?

What it would cost to fix your steering column depends on what is wrong with it and you did not tell us. The tilt steering column in my 1989 GMC Suburban became loose in the tilt mechanism. I was quoted as much as $125.00 to fix it, but I shopped around and got it repaired for $60.00. Unless your steering column has the same problem that number is probably useless. I would suggest you call several shops and get a quite to fix it.
