Lift the vehicle with a jack, remove the tire, remove the brake shoe/calipers, and remove the old brake pads. Next, put in the new brake pads, replace the brake shoe/calipers, replace the tire and lower the vehicle.
Brake pads on a 1997 Toyota Celica are changed by removing the wheels, unbolting the calipers, and removing the old pads from the calipers. The caliper piston must be pushed in before the new pads can be installed.
If you're only changing the pads, no. You only need to bleed if the hydraulic system was opened or if you wish to flush/change the brake fluid.
