Well. The 1st time I had this on mine, it took 5 VW bods 45 minutes! If you look in the user handbok it explains how to do it, but if it's the 1st time it's been changed then I expect the slide catch that releases the lamp unit will be stuck! Dab some 3 in 1 oil or WD40 around the release catch (bearing in mind you are going from the users hand book to see whats involved)
You may be able to push the headlamp unit out, but the outer rubber seal may be stuck, so ease it free with a blunt blade. Thumb rule is to watch how it comes out, as you'll need to remember this when you pop it back in.
Once you have released the unit, the bulb san be changed via a push & release bulb holder within the unit, but be carefull not to touch the bulb if its a halagon bulb as it may explode (hold it with a tissue or lint free cloth)
Ease the headlight unit back into place, with a bit of trial & error! This job is best to be done in good day light.....
My best advice & one I have given to other people who have stopped me in car parks and asked the same question, is to go into a VW garage (not main dealer) and ask them to show you, while you wave some hard cash under their nose......

The hood latch on a 1999 Volkswagen Beetle is located on the driver's side panel. It rests up against the wall next to the hinge of the driver's door.

Open the trunk; unscrew the plastic nut and then the back light assembly can be removed (may require a flat head screw driver to pop it out); unscrew the light and change the bulb.
The fuse for the A/C on a 2003 Volkswagen Beetle is located in the engine compartment. It is a large, square fuse. Larger fuses of this type are placed in a fuse box in the engine compartment to keep injury away from the driver if they malfunction.
Open the driver's door and look about middle ways down on the side panel. You will see the fuse panel door about 4" x 4" in size. Use a screw driver to pry open the door.

If you're looking for the number one cylinder it is on the passenger side the one closest to the front of the car. opposite it on the driver side is number two. three is on the rear passenger side and four is the only one left.
For Volkswagen Beetles made from 1998-2014, the OBD II port is located under the left side of the dashboard on the driver's side of the car. The OBD II is the on-board diagnostics system and a scanner is needed to read the codes.
