The turn signal, you have to remove the sealing cover (located on the back side of the headlight assembly under the hood) by turning it counterclockwise. Remove the bulb by turning it counterclockwise.

If it's just one way and it wont shut off then its probably just to turn signal switch.
Remove the two bolts that hold the whole trim assembly together. Remove the outer trim and turn signal and then the marker lights to change them.
i have a 98 eclipse with turn signal issues, my flasher unit is in the middle of the dash behind where the stereo is, u need to take the stero out and then u can access the flasher, its a big black box about half the size of a cig pack
