Open the hood. There is a black plastic thing over top of the headlights that you must remove first. There is two plastic pins you must remove. One on the left and right. Once that is removed you have access to the two parts holding the headlight in. They look like old rail road ties. Its like a plastic spike. You lift those up and they pop up about a 1/2 inch or less and then the whole head light can be pulled out. Its pretty easy after that. You just turn the head lights out.

There are a couple of reasons why a 1999 Tahoe headlights may not work. A couple of reasons could be blown bulbs or the wiring.
I unbolted the cover on the wheel well and reached in to change my signal lights. Then I bolted it back on. I hope this works.
It depends on if its a 2 door or a 4 door. I have a 1997 Cutlass Supreme SL, 4 door, and you can just turn the thingy (technical term) that holds the bulb, pull it out of the assembly, and put the new one in.. 2 door, I have no idea :) You have to change the entire headlamp assembly. Remover the trim ring then the old headlight can be taken out.
The oxygen sensor on the 1999 Oldsmobile Cutlass Sierra is located on the lower exhaust. If you need to replace it, they are available for about $20 online.
