Just got done changing one out on a 2000 Ford Windstar. Easiest way we found was to remove the radio/cd player, and the front panel of the AC/heater controls. you'll find the actuator door located directly behind the two. Once you're that far its as simple as removing the bolts, and unplugging it, and switching it out. Careful though, as you will want to make sure of your engine size. A 3.0 liter and a 3.8 runs different size actuators (the plastic pipe coming off is shorter on the 3.0). Once its replaced, just take the panel and hook the ac/heater controls back in and test it to make sure the problem is fixed. Also you may need to grab a set of prongs for removing the stereo, found a set of universal ones at Advanced Auto for about $7.50.
You have a faulty temperature blend door actuator located directly behind the radio. Remove the radio and remove the blend door actuator held to the heater case with three 8mm screws, and replace it.

Given that this question is posed in December (Winter), I'll assume the referenced actuator is the one that controls the temperature blend door...That actuator is almost directly behind the radio. It can be accessed easiest by removing the radio (not hard to do), and/or up from underneath down by the gas pedal.See "Related Questions" below for lots more

Windstars have a problematic issue with the heater door/damper actuator failing and damper then falls shut allowing only cold air in the vehicle. The actuator is located behind the radio and there are other htr/ac problems with solutions included on this site that thoroughly step you through the repair process of this actuator. It is the size of a pack of cigarettes and the cost is $35-$40 at auto stores.
It is probably a faulty temp blend door actuator located behind the radio on the front of the heater case. It could be a stopped up heater core, but it is really hard to replace. The whole dash has to come out to replace it. Have him feel both heater hoses when the vehicle's engine is hot and running. If they both feel hot, you dont need a heater core. If they are cold, then you may have a stopped up core, or you could have limited circulation, possibly caused by a faulty waterpump. But I suspect that you have a faulty blend door actuator as I said in the beginning

The heater motor blower might not work in a 1995 Dakota because the wire harness behind the glove compartment came apart. The radio might not work because of a fuse.
Either the linkage from the temp control unit to the valve on the heater core (which is behind the radio and temp controls) or it is the heater core itself.
