Given that this question is posed in December (Winter), I'll assume the referenced actuator is the one that controls the temperature blend door...
That actuator is almost directly behind the radio. It can be accessed easiest by removing the radio (not hard to do), and/or up from underneath down by the gas pedal.
See "Related Questions" below for lots more
The temperature blend door is pretty much in the center of dash - behind the radio. See "Related Questions" below for more details on dealing with it, and the actuator motor that operates it
I need to know the best way to remove and install the new window motor for a 96 Ford Windstar drivers side. Ray

( No )
Filter is mounted on the left side engine/transmission mount. Under the cruise control actuator.
the 96 fordwindstar sucks
Pump it out with an inexpensive hand pump.
I just had my water pump replaced on my '96 Windstar at a Ford dealer and it cost me $575.
According to the 1996 Ford Windstar owners manual : LX trim ( 25 U.S. gallons ) Gl ( 20 or optional 25 )
On a 1996 Ford Windstar : No , just the LOW oil pressure warning light in the left side of your gauge cluster
Its beside the rad. on the drivers side
Engine cylinder numbering : firewall #1-----#2-----#3 ( bank 1 ) #4-----#5-----#6 ( bank 2 ) front of Ford Windstar
