You need to remove the front right tire and wheel. You need to remove the serpentine belt by detensioning and slipping it off. You need to remove the plastic cover underneath right front side to access the bolts that hold pump in place You need to remove the crankshaft belt pulley to give you room to remove pump (I used pulley puller with butane torch to help pully exapand as it is a taper fit) Remove the tensioner from the support, unbolt bottom alternator bolt ( nut is on back side) Remove all bolts/nuts from tensioner support piece and the Power Steering pump unhook high and low pressure hose and reservoir hose...let drain for a bit After you get the pld pump out you will need to transfer bolts and pulley from old pump if you bought a reman pump Reverse for installing. I am doing this on my wifes 2000 Dodge Caravan.......with a 3.3 liter......it takes a bit of work, but it is going okay,

If the belt screeches when you turn at low engine rpm you need to change it. This separate steering belt is on the 2.4 Caravan, 1996-2000. - On all other models it's driven by the serpentine belt.
A 2000 Caravan does not have a cabin filter.
The squeaking of a steering column can usually be fixed by adding power steering fluid. It can also be fixed by replacing the belt in the car.
