from inside the trunk, remove trim panel,remove the 5 plastic nuts and pull the housing out for access to the bulb holders,depress clip and turn the bulb holder counterclockwise then pull light out, pull bulb straight out of socket. Install is reverse.

You can remove the panel inside the back of the car. From there you can access your tail lights and your tag lights.

If you are talking about the dash lights , check your tail light fuse . they are on the same curcuit
I have the same problem with my 1999. The tail lights as well as the interior instrument panel and the license plate lights are all not working.
