the clock on my 1996 Dodge Intrepid has an H and M on the right top. Use a pen or paperclip after turning the key until the power comes on, but before ignition. H changes hours and M changes minutes.
If the radio does have sound, but the clock is inoperative, the clock has failed, which is a non serviceable part of the radio.
The clock on the radio can be set by two buttons found to the right on the display screen. H for hour and M for minute.

Next to the clock are two indented dimples. One has an "H" next to it and the other an "M". Pushing in the "H" one will advance the Hours and the "M" will advance the minutes.

Lol, I had this same issue when I first got my intrepid. On the right hand side of the radio, right where the display is should be two little buttons. One should say H and the other M, in which you can take a pen and touch it and set the clock. It's like two little dots that you push and the time will set.
There are no batteries for the CR-V dashboard clock. The clocks were manufactured with Liquid Crystal Diodes (LCD's) and when they burn out or go dark, the entire clock must be replaced.
The clock is in the middle of the spedometer in the middle of the dashboard.

If you still have the owners manual in your glove compartment or somewhere, this information is contained in there. IF you are referring to the dashboard clock and NOT a radio-dial clock; on mine there is a little black push switch that when depressed will advance the numbers. It is a 12 hour clock and has no AM or PM setting.
Press and hold the button that says "clock" until the hour digit starts blinking. Use the left knob turn clockwise or counter to change the hour digit. To change the minute digit use the right knob.
The IOD fuse that is linked to the mechanical dashboard clock in a 2008 PT Cruiser is the yellow 20-amp IOD fuse.
So you can tell the time.
