Most trans pans do not have oil drain plugs. Remove the pan, replace gasket.
you can change the fluid, but not the filter. drain the fluid from the drain plug on the bottom of the transmission and refill from the dipstick. the filter is only accessable by overhauling the transmission

You will have to remove the transmission pan that is on the bottom of the transmission to drain the fluid.
you change the manual transmission fluid in a '99 cavalier simply by removing the transmission drain plug and allowing all the fluid to drain then replace the plug and refill with Syncromesh transmission fluid(that is the fluid recommended by Chevy for use in your transmission) It should take 2 quarts.
Remove the transmission plug on the bottom of the transmission. The transmission fluid will drain out of the unplugged whole.
