There is a female hexagonal plug on the side of the transaxle that needs to be removed to fill the thing with oil. If you don't see the fill plug it may be full of mud or dirt, after all that car is 48 years old!
Get that small tool from a Mac tools salesman or Snap On. If I remember, the drain plug is a standard type metric plug that you take out with a metric socket.

PS: Fill the transaxle until the oil runs back out the fill plug, let it stop then replace the plug.
Your transmission does use lube oil. It takes a thicker oil like 75w90 or 90w140 and NOT automatic transmission fluid.

We were told by our vw service the beetle is made to have lifetime tranny fluid, therefore there is not a dipstick or a fill area. It is all self contained and has to be filled by service through the tranny drain/pan under the car.
