There really isn't any reason to accurately measure oxygen levels in the aquarium. Very few people ever do this, even high end hobbyists with tanks worth tens of thousands of dollars. Simply ensure that the water is being agitated and aerated, and that the fish are not gasping at the surface, and you can rest assured that the oxygen level is sufficient.

If you still insist on measuring the oxygen levels, there are expensive electronic sensors that you can purchase to measure dissolved oxygen levels in water.
