On a 1996 Ford Explorer : Yes , I assume it is the same as my 1995 Ford Explorer : There are ( 3 ) LARGE relays that I know of in the Power Distribution Box In the row nearest the drivers side , the large relay is the Wide Open Throttle Air Conditioning relay In the 2nd row from the drivers side : The first large relay , nearest the front of the vehicle is the PCM RELAY The second large relay fron the front of the vehicle is the FUEL PUMP RELAY
The fog lamp relay is in your power distribution box in the engine compartment - drivers side near firewall.
If they are both the same motor maybe check length

I was looking at the 1996 Ford Explorer Owner Guide and it shows : An arrow pointing to the passenger side of the engine compartment , for Engine compartment relay module # 2 ( it contains 2 large relays and 2 small relays and the front washer pump relay is the small relay at the bottom ) * I believe the relay box is actually between the passenger side headlight and the engine air filter housing , but I'm not a mechanic / technician , I just noticed there is what looks like a relay box there on my 1995 Ford Explorer
The owners manual shows a 30 amp fuse in the power distribution box in the engine compartment that is used for the power locks/power windows/ and power seats on the 1996 Ford Explorer.
