I SUGGEST THE FOLLOWING PROCEDURES.
1) JUST UNPLUG THE LIGHT GREEN CONNECTOR UNDER THE PASSENGER SEAT (HAS A METAL COVER COVERING BOTH THE BROWN AND THE LIGHT GREEN THAT U NEED TO LIFT SO AS TO REACH THE LIGHT GREEN CONNECTOR).
2) THEN START YOUR CAR AND U WILL NOTICE THE RETRACTOR THAT GOES ACROSS YOUR CHEST WON'T GO UP AND DOWN.
3) PLUG IT BACK AND START YOUR CAR SO THAT THE RETRACTOR GOES TO ORIGINAL POSITION WITH THE DOORS CLOSED.
4) UNPLUG IT FOREVER
5) NOW U HAVE TO UNBUTTON AND BUTTON UP YOUR SEATBELT BUCKLE THAT GOES ACROSS THE DRIVER'S AND THE PASSENGER'S CHEST MANUALLY AND U SHOULD BE ALL SET TO GO.
NOTE: I SPENT $80 DOLLARS ON THIS PROBLEM AND COUNTLESS ARGUMENTS AND 4 TRAVELS TO THE DEALERSHIP BUT NOT SOLUTION AND WENT TO THE Honda DEALERSHIP AND HAVE THE BUCKLE REPLACED BUT NOT SUCCESS. I FINALLY CHECK ONLINE AND WAS FORTUNATE ENOUGH TO FIND THE SOLUTION TO THE PROBLEM FROM THIS POST:
The automatic belt control is under the passenger seat. It also has the warning beeper. If the belt is not all the way retracted to the driving position, you can put it there. There is a wrench (mine is in the compartment with the spare tire). It has a knobby handle and a small hex shaped bit that fits into it. In the doorpost behind the passenger seat and at the bottom of the post is a small button. Snap this button out and insert the wrench into the key inside the doorpost. You can crank the belt into the driving position. When the belt buckle is there and the belt is fastened to it the buzzer should silence. That is as far as I am with my own 90 Accord, but I am going to get much deeper into this problem soon. Steve
NO NEED TO BUY NEW PARTS BECAUSE THE SEATBELTS ARE OK EXCEPT THE MALFUNCTION SOME WHERE ELSE.

You can use the 1990 stereo in your 1992 Accord, but the 1998 will not bolt in the correct way.
