There is no specified time to replace the brake fluid of any vehicle, as long as you keep it topped up. Brake fluid does not 'wear out'. I have replaced the entire brake fluid on only a few occasions, and always only because I have been replacing seals or brake cylinders and it made sense to replace fluid then, before bleeding the system.
The brake caliber is sticking if it has rear disc brakes. The rear wheel cylinder is sticking if it has rear drum brakes. Replace both rear units and then drain all the old brake fluid out of the system and replace it with fresh fluid. Bleed the brake system.
the rubber brake line maybe collasped this can happend and not let fluid pass

I have the same problem - I was recommended a brake fluid drain and brake fluid sensor replacement - haven't done it yet, but hopefully it works. Dealer quoted me $190.
