Get a couple of jerry cans (Fuel-rated cans). Use some rubber fuel hose with a squeeze bulb that is fuel-rated and start a siphon into the cans to pull as much fuel as possible out of the tank before dropping same. Is that 10 PSI after the filter? If so it may just be a plugged fuel filter.

No, you do not have to drain the fuel tank.
You can find the 1995 Chevy Lumina fuel filter in side of the gas tank. Drain the gas from the gas tank. Remove the fuel line. Remove the fuel filter retaining plate. Remove the fuel filter. Reverse the process to install the new fuel filter.
You must drop the fuel tank.
