Just as you said....drill the centers out of them. If you are talking about the large rivets that hold ball joints in....that's another story. It's easier to use an air chisel or grinder on them and carefully grind the heads off without cutting up the control arm. Then punch them through. If you don't have an air grinder a GOOD metal chisel and big hammer will do it....probably faster than the drill.
The motors were installed with rivets at the factory. You need to use a drill and drill out the rivets to remove the motor. The replacement motors come with screws and bolts to replace the rivets.
Just drill the rivets out and use new rivets to hold the handle in place.
You will have to drill out the rivets. When reinstalling you can use bolts and nuts if you don't have rivets.

It probably has rivets- drill the rivets out- but you may find there is nothing to repair inside. Get another one either from the dealer, or salvage yard.
the coil is mounted to a bracket with rivets. the bracket is mounted with 2 bolts. unbolt the bracket and drill or grind the rivets out . the new coil comes with mounting screws.
