There are many ways to attach a belt (or strap) to a mask, in order to fasten it to your face. The method you use will depend largely on the material the mask is made of, and what supplies you have on hand.
If the mask is cardboard or paper, you can cut holes or slits on either side of the mask, at the temples. Thread the strap through the holes, and tie or stitch in place. If the mask is paper, you may want to use tape to reinforce the area around the holes so that the strap does not tear through the sides of the mask.
If your mask is made out of a more robust material that you cannot cut a hole into, you'll have to find another way to secure the strap. Using a strong glue such as Krazy Glue or E6000 will secure the strap to the mask. Overlap the strap by 1/2" to 1", and secure with glue. You can hide the ends of the strap by securing them to the inside of the mask rather than the outside of the mask.
If your mask is made out of a woven material, such as fabric, you may be able to stitch the strap to the sides of the mask instead of gluing or cutting into the mask. Use small stitches to secure the strap in place.
There are many ways, but i would suggest using a thin piece of felt and attaching it by a button,Krazy glue or sewing it(cross stitch).

The seat belt might not fasten in a 2000 Chevy Blazer because there is a foreign object in the slot where the seat belt fits. Even the tiniest of objects can cause the seat belt to not latch properly.
