Depending on what state you live in....you must file the paperwork with the issuing authority.
Here in Pa the DCNR will check to see if there ever was a title holder then send notice that you are attempting to title it and investigate as to why the title was never transferred.
If the original title owner does not reply, a new title in your name will be issued.
But again, each state may be different

Many states require an ATV like the Yamaha Big Bear 350 4x4 to have a title registered in the name of the owner. If the VIN is worn away, the title is the next source for finding out what year it was manufactured.
The TaoTao 250E ATV comes with an owner's manual in the box when you purchase it brand new. However, if you're not purchasing it new, and the manual is not included, you may have to contact the manufacturer for a copy of the owner's manual.
You do not need a driver license to drive an ATV, but sometimes restrictions apply. For instance, drivers under the age of 16: in order to drive without adult supervision on a property where ATV use is permitted; the child must completed an ATV safety-training course approved by the DMV You can operate an ATV on public lands where signs indicate that ATV use is allowed. Only operate an ATV on private property if you have permission from the property owner.
You're not aloud to ride an ATV in New Jersey. There are no ATV parks to ride in, you may only ride on private property with the consent of the owner.
In the state of Georgia all motor vehicles operated on the street. (aka vehicles requiring a licence plate) require a vehicle title. A ATV is not a registered vehicle. I have never seen a ATV with a title.
In many (most?) states ATV's are not legal to operate as motor vehicles therefore any insurance requirement that applies to motor vehicle insurance is not applicable to ATV's. You'd have to ask the owner. You can not find it out any other way - insurance information is protected by privacy law. If you have a claim, sue them personally, I'm sure that they would have their insurance company handle the claim.
if they have the ATV as the security YES but if you pay the remaining amount it should be fine
you can ride a ATV without a license but, NO You cant ride an ATV on the streets in New Jersey. you may only ride on private property with the consent of the owner.
