It sounds like there is a pulley that is bad or the serpentine belt is bad. Try spraying a little water on the belt while it is running, if the nosie stops, it is likely the belt.

Try by the driver's side firewall by the lower end of the steering column

Most likely a short in the wire contact at the steering wheel. Look there.
# 25 is a 20 amp fuse for the cigarette lighter in a 2004 Ford Crown Victoria ( in the fuse panel below and to the left of the steering wheel , by the brake pedal )
Most steering columns will unlock once you put the key in and turn the ignition on. If you are having trouble unlocking the steering, you should turn the steering wheel back and forth with the key in.
