Depends on which model it is. If it came out before 2000, I'm pretty sure that you can't turn that light off. It's a "safety feature" although I'm not sure how its supposed to help when its sunny outside.
Remove the wiring harness from the back of your 1997 Ford Crown Victoria hazard lights switch. Remove the hazard light switch retaining screws. Reverse the process to install your new hazard light switch.
You cannot "fix" it. But you can replace it in about an hour.
