There is a lever on the left side of the drivers seat that you can pump up or down.
Ogerize it.
Replace the lever with a new or good used one.
Order a new seat locking lever from FORD, it should be accessable from the drivers side where you adjust the seat.
is it the actual recline lever or a broken bolt just under the cover on the lever side of the seat? as this was a common problem making the seat sit too far back. it was a recall on some of the fords i just welded mine.

What do mean fix it? Have checked the fuse has not blown?
If its a manual seat there is a lever in front of the seat underneath you pull up. If its power there will be a oval shaped lever that you push forward. You can also use that lever to adjust up, down, etc. The lever will be on the left side of seat, towards the bottom on the plastic trim.

There is a release lever in the middle of the back of the back seat which releases catches on both sides of the seat to allow it to fold forward, your cable might have slipped out of the lever so one or both sides won't release, if that is the case, you can release the catches on each side and fold the seat forward, just look it over to see how to do it. You can probably fix the cable release mechanism by removing the lever cover from the seat and fishing the cable that has slipped out and reattach it to the release mechanism, I did mine ant it was fairly easy to find the cable and re attach it.
