There is a release lever in the middle of the back of the back seat which releases catches on both sides of the seat to allow it to fold forward, your cable might have slipped out of the lever so one or both sides won't release, if that is the case, you can release the catches on each side and fold the seat forward, just look it over to see how to do it. You can probably fix the cable release mechanism by removing the lever cover from the seat and fishing the cable that has slipped out and reattach it to the release mechanism, I did mine ant it was fairly easy to find the cable and re attach it.

There is a little black knob on the top left back of the car you see when you raise the trunk lid. Pull that knob. If you close the trunk before putting the seat down it will push the knob back in and lock the seat again.
on the 89 jeep grand wagoneer there is a lever on the pasanger side between the seat back and the wheel well. The lever is a flat piece of metal that you pull forward to release the lock. the back will fold down and the whole seat tips forward. I hope this helps
The lumbar components are located inside of the back of the seat. You will need to remove the seat, then take the back cover off to see what is wrong with the lumbar support an repair it.

Sometimes the latch on mine sticks on the drivers side, i usually push the seat back with my other hand to relieve the pressure on the latch. I then pull up on the handle and the latch will release all the way and allow the seat to come forward.
