It could be valve guides,rings you will hve to replace them. More: If the engine is a 2-stroke where the oil is mixed with the fuel, you might be using the wrong oil/fuel mixture (too much oil). Check the owner's manual for the correct mixture.

I am assuming that the mower doesn't start.... My first guess would be that you are not getting spark to ignite the gas in the engine. Check to see if you have spark at the spark plug.
Blue smoke indicates the engine is burning oil. If it is a 2-stroke, the fuel/oil mixture has too much oil. If it is a 4-stroke, there is too much oil in the reservoir or the valve seal are leaking, or the piston rings are worn.
