There is a float. If you're inside the cockpit facing the back seat it's on your left. It's mounted to the fuel pump mount. I had this same problem with my '96 Tercel when I installed a Supra fuel pump. It WAS in fact "sticking". I pulled the assembly out again and made sure the "wire stick" that holds the float wasn't bent, then, i "lubed" it with some good old WD-40 and reinstalled. Turned the car on and BAM works like new. You must be very carefull not to bend the wire holding the float in place because it doesn't get a whole lot of clearance inside the tank and can easily get caught on a wall.
On the firewall above the air intake hose and the purge canister. You can't miss it.

The cause of the faulty fuel gauge is probably the fuel gauge sending unit located inside the fuel tank. Replacing the sending unit would require dropping the fuel tank.
Try hitting the dashboard directly above the fuel gauge. A nice thump might release a gauge one a Volvo.
If your fuel gauge is out of wack, go to the local parts store and orfer some fuel gauge wack. Pour it directly into the gauge until it is full of wack..........
