It's a common problem. If it's staying at 19mph all the time, the speedo head is bad. It's common for some solder points to come undone. If you know how to solder, you could do that. If your cruise control doesn't work and your speedo doesn't work, it's your VSS. It's by the trans and really easy to change. Hope this helps.
There is no speedometer cable - all is electronic. A speed sensor mounted on transaxle connects to the back of your speedometer cluster, and trasmits that way. It's not mechanical like old cars.

I have never heard of a code 24 on a Honda.
get a used one and replace the computer chip on the back of your speedometer. you have to pull the whole cluster apart. There are two screws above the radio so you will have to pull that out to to get the cluster out
Sell the car for less than you think it is worth and get rid of the problem.

Take a look at the lift sensor mounted on the left front fender.
By replacing it.
open the front door and you will see a leaver press and pull and it will open the inside and pull the speed meter out and push the botton on the side and rotate it and it will open
Park the truck further away from the Honda.
