We have the same thing. Slamming the door helps sometimes, but the mechanism is gummed up.
The only way to go is to replace the belt and the retractor.
Plus, the webbing will have lost half of it's strength since it was new (nylon) and really should be replaced every 8 years.
A set of two belts in black can be had for $80. If the all-black set is okay, "Replacements" brand "US-SBELT" is perfect.
If you want a better match, then they're $80 each, and you want "End Release" to match the style in the car. Side Release, and Chrome Latch are more common and less expensive (sometimes). Beams makes the proper matching set, and has an online website to order.
Buy a car that isn't a Saturn
A seat belt in a Saturn might be stuck because there is also something else stuck in the latch. Use a small pin or crochet hook to probe around the outside part of the latch. Once the seat belt is unlatched, clean it out with tweezers and spray both ends with WD-40.
Once a seatbelt starts sticking its gonzo and needs to be replaced.

replace motor Another reason may be that hose on your motor near the top about 2 inches long. i have a 96 sl1 that was burning oil and i replaced that and it quit burning oil.
buy a subframe from the junkyard and find someone to replace it for you. odds are you aren't equipped to fix it yourself. you will probably need a control arm too.

1. Remove the driver's side headlight. 2. Unbolt the horn and bracket from car. 3. Get replacement 3-wire horn. (available from Saturn for ~$70) 4. Install new horn and bracket on car. 5. Intall headlight.
I don't know how to fix it perse, but we ran into the problem in my roommate's 98 SL2 where it was sticking and locking the key in the ignition. The problem was the actual mechanism where the shift lock connects to the gear shift was stuck or malaligned or something, if you pull out the cupholder and wiggle on it it seems to unstick it. I'm thinking a good cleaning should hopefully fix it permanently. I'm not even sure where to buy a replacement interlock.
