The Grand Am is a GM car and horns cannot be repaired , they must be replaced. Be sure it is not the relay first. If it is the horn that is defective , you will hear the relay click when you press the horn pad that means the relay is working and the horn is not. The horn is located underneath the battery tray of the car. Don't ask me why someone would put it in such a location but that is where it is. Remove the battery and the one bold that holds the tray/washer resevior to the car. There is a hole under that where you can remove the horn which is attached by one bolt on a bracket. Some times the connection can be corroded and that can be the problem, but at that point you might as well replace the horn.. Sometime they come in pairs and GM horns are very expensive. Aftermarkets will fit with a little alteration. Be certain all bolts are tight and metal to metal contact is made. Clean surface with wire brush, and use die=electric grease on connections to prevent new corrosion. Reverse installation. If I were you I would just sit the battery tray and battery in place till I was sure the horn was working.. then bolt everything securely in place....good luck. This answer is incorrect. The horn on a 1995 Pontiac Grand Am is located on the passenger side behind the front bumper. It can be accessed from underneath the car by removing the plastic splash shield.

It could possibly just be the fuse that powers the horn, open the fuse box, which is on the dash, the driver's side. The fuse will be labeled "HORN" it should be a yellow or orange fuse, with 15 amps...pull the fuse out and check it, hopefully it's nothing more than that, a box of fuses costs only a couple of bucks...
its actually the cigarette light fuse, it works the cigar lighter and horn,
