You have to change the small wedged bulbs in the panel. This is no big deal if you have some time to spare and a screwdriver. First, you must unscrew the two screws on the underside of the plastic dashboard frame. Then, pull the frame toward you and up, it will come off easily. Now, remove two screws on the metal frame that hold the instrument panel, one on each side ot it. Pull the panel out and disconnect the two electrical connectors. They have tabs that can be squeezed in when they are removed. Now you have easy access to the bulbs on the panel, insterted from the rear. It is a good idea to replace all the bulbs in the panel, because even those still working may go out any time if they have been in place for years. Cost is no problem since they are cheap. Inserting the instrument panel and the metallic frame is the reverse process of installing. Be careful not to lose any screws or small parts. Also, in order to prevent accidental damage, don't use excessive force at any stage of this operation.
You have got a blown fuse. These lights are all on the same circuit.

my lights didn't go out.
I'm hoping that Honda will replace what is needed with out charging me, is that possible ? I have a Honda accord 2001 LX that the instrument panel failed. Also my tail lights went out . The bulbs may need to be replaced What type ? Will the dealer replaced them also without charge, or did I read that wrong ?
You will need to access a diagnostic computer to turn off the check engine light on the 2003 Honda Accord. You could also remove the fuse from the dash lights or instrument panel.
You need to be more specific. What does the yellow light show?
The license plate light fuse. It's a 10A fuse if I remember correctly. Sounds crazy, but I had no running lights and no lights other than warning lights on my instrument panel and it took me forever to figure it out. Apparently that whole circuit runs off of that one fuse. I have a 2000 Honda Accord, but I would assume it would be the same for a 1992.

There are three, if it is in the middle at the bottom of the row of indicator lights then its the check engine light. If it is above the fuel gauge then its either the low fuel light or the abs light.
Fuse panel, under Dash, Check owners manual for exact number... (15?) To be more clear, it is the 'small lights' 10A fuse on the passenger side fuse box. If this fuse is blown, it will effect the instrument lights, tail lights, and I believe the dome lights.
