Depends on what is wrong with the seat. There are a few things you can check to diagnose the problem.
Case 1) No sound of motor and no movement.
Case 2) Sound of Motor, but no movement.
Case 1:
You should check your fuse box (located to the bottom left of the steering wheel right next to the hood latch) to make sure you don't have a blown fuse. It is probably fuse 18 which is a 30 AMP fuse & pink in color.
Also, there have been reports that replacing the control module (thing with the buttons that moves the seat) or harness under the seat itself has resolved this issue in some cases. You may want to trace power and see if you are even getting power to the switch beginning at the fuse box.
Finally, you could just have a blown motor...you could always pull the motor and TEMPORARILY connect the end terminals to your battery to see if the motor will move.
Case 2:
If you hear the motor, usually you'll have movement every which way except front and back. A lot of times this is caused by the motor coming off the track or just being stuck. I have actually fixed an issue like this by simply tapping with a hammer on the track just under the drivers seat in a motion that is parallel from front to back of the vehicle NOT THE SIDES OF THE TRACK! Doing so could damage the track or cause a kink that would then cause you more grief.
Another way to fix this issue is to press the forward button (if the seat is all the way back) and kick the lower part of the front seat with the bottom of your feet so as to dislodge the motor. This might take two people, or one very resourceful person...I used a long ruler to push the button while I sat in the rear seat and kicked.
If the seat is all the way forward you could simply sit in the front seat and push rearwardly with your feet elevating yourself off the seat so that you are not adding weight to the seat and thus making it more difficult for the motor to move the seat. While pushing back also press the button in the backward position.
It should move, if it does, but doesn't want to move on its own it may be time for a new track or motor depending on if the motor is even turning or just whining.
Yes, you can hook up a car seat to the Ford Expedition
Anything from the 1997 to 2000 will fit.

I have same problem on my truck seems that you have to replace the d.s.m. driver side module under the seat, because that controls all electric power to seat, pedals, and rear view mirrors.
The center seat in my 2010 ford expedition has been removed leaving 2 bucket seats. How can I install armrest on those seats?
The 1999 Ford Windstar owners manual shows : In the Power Distribution Box ( located in the engine compartment beside the battery ) * maxi fuse # 104 is a 40 amp fuse for the LH Power Seat Motors and LH Power Lumbar Motor *
Remove the bolts and disconnect the wires and pull the seat out
On a 2003 Ford Expedition : The 2nd row seating would be a bench seat
