Well, telling you how to fix something requires you to do a bit of diagnosis. Aside from a fuse, there'll be a relay for your wiper motor. Turn the key to the "On" position and turn the wipers on. You need to first ensure that the fuses have current running through them (a test light should light up on both sides of the fuse). If that checks out, find the relay for the wipers, and test to see if that's getting current, as well. Find the hot post for the relay, and, on the relay itself should be a diagram of how it switches... you can use small piece of wire to jump those two terminals (I use a Power Probe diagnostic tool for this sort of thing, but I doubt you want to pay as much as they cost for a tool you probably won't use very often). If the wipers activate at this point, you need to replace the relay. If they don't, then disconnect the wires from the wiper motor, and see if you're getting power to the motor. If you're not, you either have a break in the wire or a faulty switch. I'd test the switch before trying to trace the wiring. If you do have power to it, you probably have a faulty wiper motor. If you can identify which post is hot and which post is ground on the motor, you can bypass the harness and jump it off another source (again, I'd use the Power Probe for this, but you can run test leads off the battery, as well).

If you don't have a test light, you can go to Auto Zone, NAPA, O'Reilly, Advanced, et. al. and get one, and they'll show you how to use it if you need them to.

There's an email address on my bio page, and my email goes to my phone. Feel free to email me if you have any questions.

As an aside, a service/repair manual would be a good idea. You have the option of either a shop manual or a Haynes or Chilton manual. The factory manuals are much more in-depth, but are also a lot more expensive (typically around $100 or so, unless you find someone selling one which they just want to get rid of vs. ~$25 for the Haynes/Chilton manuals), plus they're oriented more towards people who are proficient mechanics, but might be encountering a vehicle they're not familiar with, whereas the Haynes and Chilton manuals are more for the DIY-ers. Included in these manuals will be the locations of the components I listed above (such as the relays and wiper motor).

Why do the windshield wipers on a 1998 Mitsubishi Montero Sport run slow stop and then start up again?

your windshield wipers are stopping/slowing because the small wiper motor, attached to the upper-right corner of the firewall under the hood, is going bad. This happened in my car. Another reason could be that your 11-year-old alternator is going bad...It doesn't matter if the alternator is giving out too much power or too little power, it effects the wipers in the way you described.
