your windshield wipers are stopping/slowing because the small wiper motor, attached to the upper-right corner of the firewall under the hood, is going bad. This happened in my car.
Another reason could be that your 11-year-old alternator is going bad...It doesn't matter if the alternator is giving out too much power or too little power, it effects the wipers in the way you described.
