The fluid hose is a small hard black hose.
As it leaves the bottom of the reservoir, it traces along the passenger side Of the engine compartment (kinda down low) until the back corner (behind the Power Steering reservoir) and it comes upwards - it then turns the corner across to the right along the firewall.
It then takes a 90 degree turn and enters the windshield 'cowl' panel - right near the cabin filter cover. (see Owners Manual and/or Related Questions below)
Inside the cowl, there is a junction to the passenger side nozzle, and continues on to end at the drivers side nozzle.
As you can imagine, there are a number of connectors in this length of hosing. Any one of them could come loose and be the source of the leak.
It's also possible for the leak to be under the top cowl panel and drain over towards the passenger side.

For the 1999 and up Windstars/Freestar/Montery models, there is only one washer fluid reservoir that pumps to both the front and rear windows. As far as I know both the front and rear washers are supplied by the front (only) reservoir (located under the hood on the passenger side)
on my 1993 GXE the winsheild washer fluid reservoir is under the hood near the front of engine by antfreeze reservoir the fill tube is on the passenger side near the coolant reservoir. access to the "tub" itself and the washer motor/pump is from the passenger side front wheel well.

When the washer fluid light comes on any vehicle it means the fluid is low or empty. You can refill the washer fluid in the plastic jug located under the hood.
I have a 92 Ranger, I found my washer fluid pump directly under the washer fluid reservoir.

The 1999 Ford Explorer uses only one washer fluid reservoir for both front and rear washers. It's the one under the hood on the passenger side. The forward tank is for the radiator overflow, the rearward one is for washer fluid. There's only one washer motor, too. It runs forward for the front nozzles, and reverse for the rear nozzle.
It share the tank with the front window. It is under the hood just above the tire on the passenger side.
The washer pump is on the fluid tank under the air filter
The windshild washer pump is located on the washer fluid tank under the battery on the passenger side (front). You'll need to jack up that side & remove the passenger front tire. Then, remove the inner fender liner (reuseable fasteners). The pump is then accessible as it's mounted on the tank.
