Your question is kind of vague, but I would follow this guide: http://redhouseon7th.com/redhouse/howto/2009OldsmobileWiperRepair/index.html as a start at least.
Take it out with your muscle.

A electric motor that moves the (window) wiper to clean the window.
Its your linkage, not your motor.
Remove the wiper arm from your 1999 Oldsmobile Cutlass wiper motor. Remove the wiper motor wiring harness. Remove the wiper motor retaining bolts. Reverse the process to install the new wiper motor.
There is no "reset" in the wiper motor. If your wipers do not park, it is likely your wiper motor parking contact or cam is broken. Try running the wipers with the key in the "ON" position, then turn the wipers off using their switch while they are up on the windshield. They should park themselves at the bottom. The good news is a wiper motor is pretty cheap at a junkyard, and not too hard to replace.
On the drivers side engine firewall.
The 1998 Oldsmobile Intrigue wiper blade sizes are 22" wiper blades on both sides front. Do not buy by length-only however. See Sources and Related Links below for more information. Since there are over 22 different wiper arm attachments - be sure to lookup exact wiper blade part numbers by vehicle make, model and year for the brand wiper you decide to purchase. This ensures correct length AND correct attachment.
The 1999 Oldsmobile wiper switch can be located below the dashboard. The wiper relay switch simply plugs in and out.
convert the electrical resistance signal from wiper switch to electrival power to wiper motor (for delay wipers)
Check either at the bottom of the windshield washer fluid reservoir or check to see if the wiper motor has washer hoses connected to it
In my 2002 Intrigue, the cabin filter is under the black plastic covering the wiper mechanics on the passenger side. It has been a while, but the wiper arm has to be removed and the plastic plate going across has to be raised slightly to reach the filter.
