I'm assuming you are talking about folding the bottom of the seat forward so that the back of the seat can fold down flat with the cargo area. I have a 1998 Legacy Wagon Brighton and there is a strap that is supposed to be sticking up between the bottom of the seat and the back of the seat. It's located just a little to the passenger side from the center of the seat. Pulling that strap unlatches the seat from the car and it will flip forward. If you need to you can undo the 2 hinges at the front of the seat to find the strap. I had to do that as it is pretty hard to get your hand between the bottom of the seat and the back of the seat.
Unless you want to replace the seat on your Outback, I can't imagine a situation where it would be better to take it out than to simply fold it down. there should be a little knob on the back of the seat next to each seatbelt, the pulley that fastens it to the wall of the car. Pull that up and it will fold the back of the seat down. As far as actually removing the seat, for whatever reason, that you will find difficult to do.
pull the carpet out of the rear hatch compartment.. fold the back seat on the passenger side rear up and fold carpet back in the rear compartment and there is a access panel in the floor with 4 screws pull..... and you see the tank with two lines and more screws.. and inside is the pump
