Well it is hard but I got locked out of my car one day and I actually got a hanger, bent it and it took about 30 min to unlock it, but I got it! You just try to hook the unlock stick and pull it up, or you can try to press the unlock button depending where they are. oh! and you slide the hanger under the slip inside the window.
UPDATE: The answer above assumes that your lock is the culprit. However read below for more information.
If your vehicle door will not open from the inside, but will open from the outside you more than likely have a linkage disconnect. This is not limited to the inside, if you cannot open the door from the outside there could also be a linkage disconnect.
Step 1: Take off your door panel (if you cannot open the door from the outside do your best to partially remove the door panel allowing you access to the linkage).
Step 2: Pull up and down on the door handle to get a visual of where the linkage is connected.
Step 3: Once you have found where the linkage connects via a plastic clip, pull up and down on the metal piece that the clip is attached to. This will let you get an idea of how the door mechanism works.
Step 4: Now that you understand how the door works, find where in the linkage you have a disconnect and repair it. All parts of the linkage should become tight when the door handle is pulled to the open position.
Step 5: Put your car back together.
I know this sounds easier than it is, but take your time to get a good look at the inside of the door to understand how the linkage connects and opens the door. Make sure you have a flat head screwdriver and a Phillips head screwdriver and a flashlight. The window will probably need to be up as well.
Experience: JUST fixed a car door that would not open from the inside or outside. My problem was a retention clip the held the linkage tight popped loose.

It depends on the vehicle. Locksmiths have tools that they use to open vehicles. You would need to either pry the door some to get a tool inside, or go through the door cavity.
The dinging noise could because by a faulty seatbelt alert. It could also because by an open front or back door alert.
