All you need to to do is search painterely in Google, and click the first link. You may customize the pack is you wish, but you don't have to.
Once you do that download the zip file and save it to your desktop (or wherever you want).
Press the 'start' button and search %appdata% and click into your Roaming folder. There you will find your .minecraft folder, and in that you will see another folder labelled texturepacks. Drag you downloaded zip file into that folder and close the window.
Open up minecraft, and in the menu click in the 'Mods and Texture Packs' bar. There you can select you painterly texture pack, and you will be free to use it.
This is not just for painterly, just any other standard 16x16 texture pack.

After creating your own painterly pack, there is a button on the bottom of the page that says, Create my Pack! Click that and the download should start automatically.

No, I believe it goes with the default texture. But if you have a Painterly texture pack, you can choose what the extra creatures look like.
For Mac Users Only: First, you must download the texture pack and it will appear in your downloads folder so you should have minecraft otherwise this won't work. Drag the file into the Library Folder, then there should be a folder called application support so drag it in and then, there is a folder called minecraft so inside there are a list of folders and put it in the folder that is called texture packs.
