It depends on what model year Neon you have. If it's pre-OBD2 (before model year 1997), you have to dump the PCM manually. If you have a model year 1997 to 2005, you have to have an OBD2 scanner to get codes from the cars ECM.
To dump the PCM manually on a non-OBD2 Neon, you need to insert the key into the ignition and do the following within 5 (five) seconds:
Turn the key to the ON position, then to the OFF position, then back to the ON position, then back to the OFF position, then back to the ON position.
